Marine Corps legacy and Navy Marine Corps Intranet (NMCI) Desktop Customer

the Ground-based Mid-course Defense (GMD) program in the System Security

covering all security areas to include OPSEC, COMSEC, Physical Security,
Personnel Security, Certification & Accreditation, Risk Management,
Vulnerability Assessment and overall Information Assurance. Utilized
applicable regulations and standards such as DITSCAP and NISPOM to ensure
policies complied with current requirements.
Self Employed/ PSC Group LLC IT Management Consultant 05/2003 to 10/2003
Conducted and managed network project to conduct client network audit at
multiple sites and assess IT personnel. Completed site surveys, compiled and
documented all aspects of current network connectivity and security,
optimized network, and developed technical solutions to upgrade network and
security devices for enterprise to ensure network

required to install, test, and ensure connectivity of approximately 15,000
seats (computers) projected for support of Pearl Harbor Naval Base and
several remote site installations transitioning to $6.9 billion NMCI global
intranet and contract. Managed legacy networks (classified/unclassified
operations) and IT contract personnel maintaining critical command and
control ATM infrastructure supporting 7000+ users. I managed the facility
security officer requirements of OPSEC, COMSEC, Personnel security clearances
and physical access for the network group.
TWA/American Airlines, KC, MO Network Manager, TWA Global Network 10/1999 to
04/2002
Managed network engineering and security teams (included CCIE, CCNP &
CISSP certified employee and contract personnel), and the design,
engineering, installation, testing, maintenance and security of TWA’s global
network and Mainframe Front End Processor operations and support. Managed
global data circuit and cable plant infrastructure
that included over 900 point-to-point, frame relay, and ISDN circuits.
Managed the process of determining the assets to be protected and the level
of protection required to maintain the confidentiality, integrity and
availability of the systems and data; Then managed selection, configuration,
installation and maintenance of the firewalls (Checkpoint, Netscreen, and
PIX), intrusion detection systems and created network security policies and

Managed two supervisors, ten technicians, the design, engineering,
installation, testing, security and maintenance of the Base Network that
serviced over 7000 users on a TCP/IP Network with an ATM backbone. Managed
circuit actions group that installed and maintained over 75 data circuits.
Managed various communications projects that installed over $2 million worth
of equipment and software. Utilized MS Project software to document/track
project tasks and dates. Developed work priorities to ensure timely
completion of multiple projects and work orders. Managed setup/use of
monitoring tools (HP Openview, Cisco Works). Created and wrote network and
security policies and procedures.
DMAF Base, Tucson, Arizona Network/COMSEC Manager 10/1994 to 02/1997
Managed Computer Operations branch for 42nd Airborne Battlefield Command and
Control Center flying squadron (only of its type in the world) that included
two supervisors, eight technicians, and various contractors; provided the
unit with all communications needs. Key focus was LAN (site surveys, design,
security, procurement of materials, installation, configuration, and
maintenance of equipment and software) and maintenance and upgrade of
airborne communications systems for C130E aircraft. I was the Unit Security
Officer responsible for all security areas that included managing the
Personnel security clearance, OPSEC and facility physical security programs;
I managed the industrial security and COMSEC programs for over 300 personnel.
I conducted security and COMSEC training and was subject-matter-expert on
use, storage and destruction of classified/COMSEC equipment, software and
material.
